Scenario Walkthrough: Genghis Khan (Part 1/3)

Have a question about Mongol camps... Does EACH camp have a chance at generating a unit, or is only 1 unit per turn possible to be generated? I have had 4x camps for the last 50+ turns and have only been getting a single unit every now and then.

I remember getting multiple units in a single turn from double stacked camps.

After the initial rush I'd split them to have them on different terrain. (going for trebs) and to have a source of units near to both fronts.
