    anyone else having this problem?

I have a trick I use to restore the Game: start up the tutorial and when it has startet just exit the game using exit to desktop, then start the game normaly and start any game scenario or whatever suit you, and the game will start... This method seems to clear the cache memory I don't know more about it, but as long as it works I don't care...

It indeed would clear the cache. Also you could hold down shift while initially running Civ4; if it says "Loading XML (Uncached)" then it's working okay.

OR just delete the cache in
        \Documents and Settings\%username%\Application Data\My Games\Sid Meier's Civilization 4\cache
[replace %username% with your user name, or just open up that folder]

Warlords has its own cache, in a similar folder named Warlords instead of SMC4.
