I have a big question: Can you ADD a terrain type to the game?
I've seen the specs for terrain in CIV4TerrainInfos.xml but there's nothing to indicate some of the more WB specific stuff (like can you have a desert on the ocean or how often hills appear on grass..)
I think that XML is there for you to edit the effects of the terrain, not add or take away diffierent terrain.
