    Military buildup

    I propose we start building a serious army next turn.
    With atrocities off, the Spartans are sure to go after us soon. Fusion reactors make our troops much more economical. Abundant ECs from engineers will allow us to burn through facilities. If we build an army and the Spartans haven't yet attacked us, we go after Yang.

    Proposed troops:

    6-1-needlejet*2 (3 rows) to kill defenders, establish ZoC
    1^-<3>-1*2 (6 rows?) to occupy and defend bases
    1^-1-1, trained (2 rows) to occupy bases and upgrade to whatever is needed
    <6>-1-copter*2 (4 rows) to mince enemy needlejets on our turn (keep out of front-line bases!)
    <6>-1-needlejet*2 (4 rows) to defend against airdrops, scramble on enemy's turn
    probe^-1-2*2 (5 rows) as immediate probe defense
    probe^-2-1*2 (5 rows) if opposed by artillery and probe teams

    If our offense is insufficient, we need to go after strength 10 and 13 weapons. Our troops may have inferior morale, but offense beats defense with Plasma Shards, and we have a 25% to 37% industry advantage over the Spartans. They also cannot afford a Pyrrhic victory - the Morganites win in that case.

    costs the same as
    4^-<3>-1*2

    probe^-2-1*2
    This is probably for the late stages though.
