in that case its just not possible to win because the ai keeps building cities and the score is made up partly by your population if i want a 1 city challange i want that just 1 city from all ai's

One city challenge has been around for a long time. Trying to bet the computer with only one city made the game more of a challenge.
If you play one city challenge, you have to attack and destroy enemy civs a lot.

The option was added for a group of Civ2 players who have tried to beat each other's scores in One City Challenge-games since something like '98. OCC including 1 city for all AIs would require a whole new separate AI model, I suppose. But it's not a bad idea.
