    So how are your thoughs on how Civ IV fixes Infinite City Sprawl (ICS)?

    From what I can tell, the two factors that would encourage ICS is the bonus resources a city gets for the city tile and culture.

    Everything else is a percentage bonus that mostly works with the tiles being worked already. Having cities closer together would encourage smaller, faster growing cities, but they would ultimately require more production for the same net infrastructure. Many smaller cities also require more maitenance costs.

    However, wedging a city in between two others is effective for the purpose of culture bombing, since culture is a flat bonus.

    I'd like to know because I'm thinking of making a mod for the game that would affect culture and give bonuses from resources/techs. I originally planned for these bonuses to be flat per city, but then I realized that would support City sprawling, so I may have to rethink them as percentage bonuses or some such.
