I want to take a closeer look at our neighbor to our south as our ongoing victim until removed from play. I need to to look at the other borders and forces to see/ guess if this is a good move.
If not maybee something as simple as 5 turns of building
offensive units and infrastructure

We are at war with Matsunaga, are other neighbors are disdainfull towrds us

I say fill the Army with Samurai Archers, and have Some FUN.
When there are no units left in the last Matsunaga city, sign peace for every tech and all Gold they have, then finish them by capturing that city. Yes, I know it would be a reputation hit. But, seriously, does it matter now? We are going to be bonking heads for the rest of the game anyway...

No, there isn't. It was only possible in Civ3 Vanilla, and was considered a bug. Too bad, one should not be wasting Elites this way, not those that could still provide Leaders.Originally posted by Platypus Rex

Something is very suspicious here. I believe I was the last player and the only army we had was a 13 hp bushi Army healing in Wakayama expected to be full strength next turn.
I doublechecked by re-opening my final save and the army status was as listed above.
So where did this empty Army come from?
I used to be a builder. That was before I played Civ III
Viewing the Unit screen, it showed it as empty
but ast the city level with only two grandmasters
Hence why I made the call to Heroic Epic
will be playing Turn 2 shortly

Minor correction, where there is 1 unit left in their capital you can try to get techs. When there are 0 left, you immedately capture (or raize) the city.
On the reduced chance of leaders due to Grandmasters in armies, part of us is they weren't grandmasters when they were placed in them to begin with but got a promotion.
The other important note is that we might not have enough cities yet for a 3rd army anyway.
Have we built the shrine small wonder yet? If not, Norkio's seaview would be a great location.
