Unless it's your capital and you only have one city.
Then it will build the settler and not disband your city. And it will keep all the food in the in the bin.

You can disband a city by first enabling the cheat menu in MGE. Then place the cursor over the city. Hit Ctrl + Shift + D. Then, with the cursor still over the city, hit Shift + D. Remember, hit the keyes connected by the "+" sign at the same time.
A perfectly wonderful way to mod your scenarios too...
