Wasn't it 256?

Does anyone know the absolute maximum number of cities that can be used in a Civ 2 scenario? I ask because, in my upcoming Iraq War scenario, I'd like to begin with that many built so that players (especially those meant for computer use) can't build new cities but can still improve land, repair pillaging, and 'put down sabotage' (clean up pollution). If anyone has an exact number as to a limit, please let me know.

Remember that there is a pesky Too Many Cities dialog box that might end up popping up often because of the AI.

The exact maximum total number is 255. But you won't have to max out the cities if you just want to prevent the AI from building cities. You can achieve that by setting the fertility on the entire map to zero. When will people ever learn!?
