Someone Please Confirm: Capital Capture and Culture Flips!

Hi Guys,

Just after the XP was first announced, one of the features they mentioned-and one I was REALLY looking forward to-was that capturing an enemies Capital increased the chance of a 'Culture Flip'! What I wanted to know is, is the feature still present, and how does it look 'in operation'?

Yes, it's present.

I don't know how it looks, I haven't gotten C3C yet. From what I've read in chats and elswhere I don't think the effect is tremedously powerful.
