Communism Patch
This patch replaces the Fundamentalism government with Communism, and the Communism gov't with Praetorianism (Military Dictatorship). It also adds several units, which helps to keep the game exciting the whole way through, and helps it go into the near-future more easily. The rules are slightly changed, and it presents a better balanced version (both government-wise and unit-wise) than the default Civ2 files.
