An excellent question. I'm guessing that the answer is in that human controlled mindworms can be prevented from killing civilians, whereas 'atrocity' weapons cannot.
My question would be: Why does razing a base without revoking the U.N. charter first reduce your clean mineral limit? If killing lots of people makes the planet angry, I can get behind it becoming less tolerant of me, but I can't see why the planet would suddenly decide not to care if we all agreed to revoke the U.N. charter.
