Why exactly aren't they considered to be attrocities?

When Nerve Gas kills people much faster and less horribly yet is considered worse.

Is there an in game reason or not?

An excellent question. I'm guessing that the answer is in that human controlled mindworms can be prevented from killing civilians, whereas 'atrocity' weapons cannot.

My question would be: Why does razing a base without revoking the U.N. charter first reduce your clean mineral limit? If killing lots of people makes the planet angry, I can get behind it becoming less tolerant of me, but I can't see why the planet would suddenly decide not to care if we all agreed to revoke the U.N. charter.
