Yes, there is.
For that you have to open the userprofile.txt in your ..\ctp_program\ctp\ with any editor of your choice. Find there the line MaxPlayers=0 and change it to MaxPlayers=20 for instance. And if a city revolts new civilizations are added until 20 players are in the game.
If I remember correctly, the maximum is 32.
