Exporter help

Support Apolyton, buy Galactic Civilizations: Deluxe Edition

hi, im new to this modding lark, i downloaded the BHG exporter and like it said i put it in the 3ds max/plugins folder but when i run max it gives me the error "DLL failed to intitilize" in max 5. in max 9 it says the above and something like error code 126: missing module. does anyone know how i could fix this? i would really like to mod some units. any help much appreciated.
