Scientific Leader in Modding C3C Scenario

Support Apolyton, buy Civilization III: Complete

I want to mod the Sengoku scenario. Even if I change nothing, and just load my copy of the scenario, the "Allow Scientific Leader" flag is not available on the game start screen.

Nowhere in the editor can I find any flag or check box for allow/disallow scientific leaders...and searching the forums didn't help either.

Anybody know why it automatically disallows and/or how to toggle scientific leaders in th editor?
