Cool. It is the responsibility of the people who built in the affected spot to pay for their own rebuilding.
If you happen to have built in a high risk area, you should shoulder the burden for rebuilding after a disaster. Of course, if you got leveled by the disaster, you cannot afford to do it.
Following this reasoning, why is the Federal Government paying anything to rebuild a city built below sea level with no industry that got leveled by an expected hurricane and is now demanding money to put itself in a position to get flattened again?
Reason says no. Emotion says yes. What is the correct answer?
Are these the same people now asking for money that said that California should be denied after their earthquake - because they KNEW they lived in an earthquake zone?
It is like the person that gets angry at traffic in his neighborhood but that drives at 45 mph on a "shortcut" throught somebody else's 25mph speed zone...
Curious how perspective changes the "correct" and "book" answer!

Well, the US government was the product of the Age of Reason, the idea being that elected representatives would conduct themselves based upon their reasoning faculties. The principles of minimal governance and seperation of Church and State are supposed to leave enough room for society to deal with emotional issues via more personal channels.
It seems to me that nothing in our contemporary political system is in the ballpark of a 'correct answer'...

I'm hiding in my cave. The world has turned another notch and it is not as the bear expected. Perhaps the cub assumed things that were not as they appeared to be.
Spiraling down from a tiny little mote of rock - maybe the size of Cleveland - we see a smallish sort of world that is nevertheless inhabited by a wide variety of terrain and ecostystems. This rock orbits in space and is in all ways meaningless to the universe. Bare and lifeless, some millenia later it will find a larger mass, and in its Newtonian impact, change the existance of uncounted surface crawling organisms. That, is most definitely a different story.
In this one, four pathetic little clans of peoples, spawned from the same not-quite-monkey, not-quite-human, stock, struggle towards unreasonable and quite large visions of the future. In one edge of the land we find the people with the legend of the General, the Leader at the front, who nevertheless failed in an unhappy and dismal country far from home. In another we have the betrayer of friends who lives for subterfuge masked by humor. Far away is the bombastic capitol of the drill sargeant who brooks little disagreement. Of the fourth we will not speak, lest we open a window for disagreement. That view must come from the outside.
At first, tiny not-even-hamlets form. These people don't think of towns and cities. For most it is the first that they have lived close to other people. A nomadic sort, they had spent their lives moving with the seasons. In one such, when the trees bloomed and gave fruit, they would meet other groups and exchange seeds and fruit. From that, they grew to know each other and have relatives.
Over time, one peculiar person had the idea of settling and staying close to where food was always ready. The wandering travelers came to find them and saw the reason of this way. Houses, permanent houses, were built for the first time. But.... not too close. It was enough to know that relatives were only a day away - that much has not changed with time!.
However, their children wanted to stay close. They did not desire to wander and risk themselves and their offspring to the chances of nature. Naturally, they built new houses near the old. And so it went. A scattered settlement of some tens of people arose. Could this be the beginning of a mighty state? Or could it be only the semblance of a river leading into desert... one that begins as a torrent through mountain rocks but ends, spent, and all but invisible, amid sad and empty lands?

I don't think the General failed at any point. Military setbacks were the result of issues beyond Rommel's control. He made the absolute most of what he got in North Africa. He was brilliant in France 1940. He was held back by Hitler in defending France in 1944.
In fact, he showed himself to be a very honorable man when approached regarding the plot against Hitler. A good example of a German patriot, but not a Nazi.

Len Deighton in "Blood, Tears and Folly," does a great job of pointing out the fatal flaws in Rommel's generalship. The primary one that is noted is his absolute inattention to his supply lines which left him in a withered state for his ultimate battle.
There is a lot of rethinking of the history of WWII going on now. Much of it is driven by the ongoing declassification of documents that had been deliberately locked up for 50 years. That book is a good read for anybody interested in the period and looking for some new facts.

Lack of attention to supply is a common flaw amongst even some of the greatest Generals/Admirals of history.
The one biggest thing that limits operations is logistics. Thats why any good operations officer will make sure he understands logistics as much as operations, and he should be tied at the hip to his logisticians.
Been there done that, it works better when you have a symbiotic relationship with your logistics guy (or gal).

You REALLY should get with snoopdog and volunteer to be a traveling minstrel for the CIV IV demo. As a member of the admin team. You can publish the history of the game thru your chronicles, and do some admin stuff for the game, like coming up with news items for MarkG.
That way you could participate, yet stay detached and do what you do magnificently well, which is write.
You should really and truely think about that. You don't have to put up with the emotional his and lows of a team, but you can do what you like, and thats write about it.

I've read a lot of books concerning the North African conflict. Yes, Rommel pushed beyond the capacity of his supply network to fully support him, but the naval/air action from Malta really did him in. From my interpretation, Rommel felt there was a limited window to strike the British - waiting was not an option. So, his brilliant strategy included capturing Allied supplies in his advances. This occurred in many situations.
The battle lines of El Alamein were very constricted eliminating the war of maneuver he preferred. Plus, the British were very close to their supply bases in Eygpt -- supplied with fresh troops and material (thanks to US lend lease).
That flaw of "attention to supply" could have some merit. On the other hand, he made the most of the situation he was in. I doubt there was another general in World War 2 from either side that could have done what he did in North Africa. If anyone, maybe Patton or Zhukov, but no one else.

I have thought about requesting this, con. However, I see a couple of difficulties. The first is that not many of the participants know me. Thus, they might be wary of letting me have access to all the forums.
Second, and more important, is that I would need to be very, very careful about what I wrote. As you well know, people in Demo games tend to be ultrasensitive about all matters, and any tiny leak of information that was not earned would be a cause for anger at this scribe. At least if I am a member of only one team, then I can only p-off only that one group. Hmm, somebody on another team got p'd-off at me, didn't they?
Anyway, if you can think of a solution to point #2, that role would suit me fine... and if you can think of how to persuade your fellows that it is a good idea.

Wow, either my memory sucks, or I've been duped into some Hollywood version along the way...
I thought the NA campaign failed mostly due to Hitler insisting on wasting huge amounts of resources on other fronts (bombing England?). I also thought Rommel participated in the assassination plot. Did Hitler have him killed for not turning in the conspriators?
Didn't Rommel continue to think of himself as a Nazi though, that Hitler's meglomania and obsession with genocide were something seperate?

Well, the bombing of England really didn't affect the allocation of resources to North Africa. It was the preparation for the invasion of Russia that kept units and supplies away from North Africa.
Hitler did kill Rommel, but it was done differently that some of the other conspirators. Rommel was encouraged to kill himself and was supplied poison to do the job. Rommel complied knowing that if he didn't, it would be a bullet in the head anyway.
I don't think Rommel did think of himself as a Nazi, but rather a German patriot. His tendency was to be very loyal - so I don't think there are many writings of his that openly speak out against Hitler or Nazi politics. Like many German generals, he tried to keep himself seperate from the political aspects of the regime.

That was the game that the soldiers of the Reich played. However, when they swore allegience to Hitler as a person rather than to Germany as they had been wont, they perfectly well knew what the implications were.
A fine case can be made that there were plenty of resources for Rommel if he had made use of them. There is also a counter image of him as the unpleasant task master rather than the beloved leader - the latter image derived of course only from Nazi films because there were no other sources.
Tobruk was a key to his success but he never granted it the status that it needed. What would have been the consequence if he had truly besieged it so that he had supplies near the front early in the war?
It is difficult to question images that we have internalized over life. However, there is sufficient information to illustrate the fatal weaknesses of Rommel. This does not detract from his role or accomplishments as a military person but, to my mind, enhances them, because we can now fit him in as a real person rather than an icon or superhuman.
I still recommend looking to some of the newer texts on the war and to taking them seriously if people want to try to understand some of the happenings in depth rather than in the post-WWII iconology that we grew up with. It is worth the effort to question these images.
We might actually admire the accomplishments more and understand the real person more at the same time.
I seem to be the only dissenting note in the Rommel adoration around here, which causes me to want to let you folks enjoy your love fest. I have pointed the way to a different understanding; not better. Just a different one. Perhaps before parading commonly held notions it would be worth the time to consider something new and different?
This ground has been covered a lot and has been built up to portray IR as a noble warrior caught between loyalties. Real life is more complicated than that and people rarely are that noble (Lincoln?).

Nope, sorry. Not much detail. It is a more general look with dives into detail. I found a lot to think about from Deighton's writings. Of course, he is no more "right" than anybody else but I give many of his arguments credence. The book is worth a look and is a good read.
He is widely discredited by people who "know" more than he does. Facts are facts however and he makes some good cases. Have a look!

The short answer to number 2 GB is that easrly in the game you wouldn't have a lot to "release" but you could have a lot to "do".
Once contact between all members has been made then you can start releasing.
Or the early stuff has to be heavily censored.

I know that SG is a Jaints fan so he'll be relatively safe from razor blades. Con lives in Indy and they lost but he is really a Chicago fan (I think?) so he's safe. Rommel, of course, roots for Frankfurt of the AFNFL so he should be cool too.

Wonderful player... ca. 1990. Still a great arm but a $0.10 brain these days. I remember a great game where Favre and the Pboys went up on the Yggles 28-0 and the Birds came back, only to miss an extra point. Ah well. Then the Packer broke Cunningham's knee in the first game of the season when they Greens had one of the best defenses ever. Reggie White, Jerome Brown, Andre Waters, etc. Sigh.

I am a Packers fan which this year for the first year in a LONG time is worse than being a bears fan.
I am routing for Indy and have been the pasts couple of years, Im actually glad they losdt a game, now Dungee can settle down and finish the season and play some of his backups to give the starters some rest and get rerady for the playoffs.

I loaded the last save to check- yep no password. :cute: (I especially like the one of her in the babushka.)
I don't feel any need to make excuses for Favre. His successes have come from his playing with his heart, his failures from when his brain gets in the way. The biggest difference right now is an incredible string of misfoutune (add '5th string RB shows brief flare of brilliance before going out for season' to above list).
Farve's 'decline' is the global warming of the NFL- there's obviously something going on, but no one can say for sure what. Those directly involved are the only ones in a position to voice an informed opinion, but I doubt any of them understand that entire situation more than 'top scientists' do the fate of our orb. The only thing I'd venture to point out is that, if there's any parallel to be drawn with his playing style, Favre giving up when the chips were stacked against him would have lowered the tally in his career W column quite a bit...
I should say my interests in football and the Packers are outside what I perceive as the norm. I watch games with the sound off, don't read sports columns (especially local press), avoid espn type shows- about the most social I've been recently was to play the office pool (picking each week's games) the last couple of years to take some money off the suckers that listen to announcers, read sports columnists, toss around the latest NFL gossip, etc. The game is the thing, the media destroys it. So I hope you don't mind if I drop the subject before something is said to make someone all hostile-like.
However, if anyone wants to talk baseball or golf, there's a couple of sports I like that lend themselves well to analysis and rumors...

Favre ia getting to be ancient by NFL standards. Him slowing down a bit doesn;t surprise me. But the injuries this year have killed GB.
Lets hope for some lick on sunday, losing twic in one year to the bears and especially losing at Lambeau makes me feel ill and ruins the whole season for me :barf:

The Packers are only a shadow of what they once were... but that is football now. The trick is to turn the corner and rebuild. Teams that try to rebuild while not fading seem to suffer... one year they are awful and then the next get the weak, last place, schedule and then have a decent year. The better schedule kills them and they drop back. Repeat on and on. It seems actually better to hit rock bottom and get 2-3 years of dynamite draft choices and thus build a team of high draft choices. I suspect the Niners will be a power in about 2 years. Just a hunch.
I apologize if you, Rommel, thought that this was getting hostile. I will admit that I have never thought much of Favre's game but I totally, absolutely, respect what he has done and I have marvelled at his wonderful abilities for spectacular plays.
Honestly, his throws look as if they lack the incredible power that he used to summon. Boller threw such a hard ball in comparison to the formerly wonderful Favre that I really felt that the man would be better off getting out and letting his career speak for him. And he had some just outstanding games in that sequence... no doubt. No doubt.
But I wish him well in whatever he does. If he wants to come back, I hope that Walker can play again with panache and that he can find a young RB that can catch out of the backfield... and that he stops hurling the ball into impossible situations! At least he has not had all the concussions that knocked out Aikman and Young.

I'm just a powder keg tonight with my worst exam coming up at 7:30 in the am. I don't know where you're pulling your assessments from. Even with my attempt at a media blackout, I still hear about Favre breaking Driver's fingers at practice, and that Holmgren described the season here as a five star conductor leading a two-bit band. I find it disingenuous when armchair quarterbacks feel the need to air judgement about situations they really have little information about, yet I feel ignoring someone to be a lack of respect on my part. So I'm just warning that I'm liable to fall into a vicious cycle here... (if I wasn't going to bed right now...)

Well, the latest patch is out, along with a beta version of PitBoss if we want to move to that. That way at least we can have an AI mafia-bot break con's kneecaps when he misses his turn... ;)
BTW, we found an AI diplomacy bug at the 11th hour- I'm not sure if the 1.52 version will 'take', if the bug isn't a big deal, or what, but you might want to give it a day or two to see how it pans out...

I'm really enjoying seeing your capital and all. Although I think I enjoyed the first time more than the second time.

Speaking of patches, Sabrewolf's reporting that PBEM games won't upgrade to the new patch again. I've got a dual install anyway, so whatever you gents decide is fine with me. The bug I had with resource trading doesn't look bad at least so the patch looks very good except for the PBEM thing... :crook:
