I'm not sure if there is build in voice chat, but there is 3 options in Advanced>Options Audio tab:
Enable Voice Chatting
Voice capture device
Voice playback device

If there is working voice chat how do you use it?

Well theoretically, you hit scroll lock to voice to team, and shift+scroll lock to voice to everyone. (pg193 in manual). Not sure if it works, my buddy couldn't hear me at all and we both had it enabled.

Yes it works, quality really depends on your machine and your internet conection. But once enabled in the options just use the "scroll-lock" key and it's combinations with alt and shift(for team or chat to all) these are in the manual which I don't have in front of me atm.

I tried with with a friend across my LAN, it worked fine for me, but he just can't get it to work, but he can chat in other games just fine.

I hear him enabel the voice chat, but no audio comes across.

Also,it would be nice if they let us choose which key to chat with, instead of setting it to scroll lock and not letting us change it

I tried it with some friends and it wasn't working.
We could hear eachother really on low volume.
Cranking up all volumes etc. didn't work.

The rest of the game we ended up chatting through Skype which worked fine.

Hum... In LAN, why don't you just speak to your friend across the room instead of using the microphone...? :D ;)
