So, Restless + Emperor win the day.

Emperor. to make Luxuries more needed, worth the effort of settling them, and maybe even worthy of a war. At regent, nobody needs luxuries.

Barbs.. mm. raging, to make them even bit of a nuisance.

I hardly think that's the case. The difference between regent and emperor is only 1 happy citizen (3 vs 2). It's more corruption, than starting happiness. (Of course I suppose the higher trade revenue makes it easier to have luxury levels higher, but I still hold that the happiness issue is nearly moot.)

I'm sorry, I was misspeaking. Both Regent and Monarch have 2 born happy citizens, and Emperor has 1; i was thinking of when the first citizen gets mad.

The specific differences (from the editor):

Regent: 2 born happy, 200% barb bonus, 90% OCN.
Monarch: 2 born happy, 100% barb bonus, 85% OCN.
Emperor: 1 born happy, 50% barb bonus, 80% OCN.

(All have 1 citizen quelled by military and 100% corruption level.)

I suppose if some part of each of these things is desired by everyone, then we can mix & match, it's easy enough.

I'd rather see 2 born happy, at least, because emperor in that sense will slow the game down quite a bit (higher lux slider amounts early on). We're making a lot of changes to try and speed the game up - why nerf that now? Perhaps Monarch is a good compromise ?
