What exactly does a trade pact do?

As far as I understand when both of you and a partner are in a Trade pact you get a bonus (5%) for every caravan (trade route) you have overseas. I may be wrong, but I think that is the case.

afaik the trade pact feature is broken when commencing it with the AI but I may be wrong

No, that's the Research pact. I've never been 100% clear on the Trade pact myself either, but I believe larsenex is correct.

The science pact is also at 1.05 right now IIRC. That should be exposed in const.txt too at least.
