This is the Apolyton version of Call to Power II is currently hosted at http://ctp2.darkdust.net/. To gain access just follow the instructions there.
Like for the original version, as released by Activision exclusively on Apolyton on 28 October 2003, you have to accept the End User License Agreement (EULA) of the source code. It will be diplayed when you start the download: You must agree to it before you are allowed to download and access the file.
Once you have installed DirectX 9.0 the code is ready to compile. For further instructions read the Apolyton readme.
You can find more bits of information in the CtP2-Source Code Project forum. That is also the place from where attempts to document and improve the code are being coordinated. A FAQ about the project and the code is also available in that forum.
Releasing the source code was a very rare event in the gaming industry and a generous act of Activision, one which most software companies would never even consider.
Here is an updated version of the City Expansion Set, as for the version you can find in the directory you need the Apolyton Tile File and ModSwapper in addition of the current APolyton Edition of Call to Power 2.
For the first trial, I just added to the basic text files of the Apolyton edition the modifications of the City Expansion Set. Since we should have all features of the Apolyton Pack in the Apolyton Edition, there is only a ModSwapper option for the standard game.
In addition to the original text files for the English version I also added text files for the German version.
One final note: I haven't tested so far the mod whether everything works. So that's up to you now. Therefore let me know here whether there are still some corrections to be made.
