Mid air refueling (Advanced Flight)* J. Atkinson
Allows tankers. Tankers would be air units that can move over another air unit and you will get a message asking if you want to refuel the other plane. If you pick "yes", the other unit is restored to full movement points. One tanker can refuel up to two units per turn. Air units can be refueled up to five times. This allows for more realistic air power projection.

It would allow you to build radar bases which would allow you to see air units from far away. Also, it could allow radar on planes, which would increase defense (easier to dodge missles and other planes) and offense against air targets. Also, stealth would be able to fly without detection.

Mankind has dicovered in the last years the benefits of manipulating the DNA of (still) plants and animals; but also military made used of this and developped biologycal and chemical weapons. Allows contruction of biochemistry bombs, and increases food production in city by one each sqaure.
