I built legions until the computer wouldn't let me build anymore, then I took over all of Africa (I was playing on earth) and all of the rest of the world, without any hassel. It was fun! I don't know how I managed to support my units though. I was a despotism, and my cities were producing pretty much nothing. But I won in B.C. though.
